Approval of 2/22/11 minutes: Approval of minutes on a motion by RS/MD with the following amendment: C. Jordan was not present at the meeting. 5 ayes, 1 abstention: CJ (E. Brand was not present for the vote),
Present to speak: Mark Palmer the Willington member of The Natchaug River Basin Steering Committee made a presentation on the findings of the group and explained the Municipal Conservation Compact that was recently drawn up by the Committee.
Finance: The FY 10/11 budget balance is $1716.61.
On a motion by CJ/MD: WCC will add to the agenda D. Other Willington Historical Society: Grant application. Unanimous vote.
Old Business
FRP-DS:
- Trails Report: One of the recently installed bridges will need to be placed back on its footing. All other boardwalks/ bridges remained in place through the rough winter.
- J. Phillipi has cleaned and installed some new wood duck boxes at Taylor Pond.
- Burma Road: There are major condition issues with the upper portion of this road. Conversations with Public Works and IWCC are in progress on this situation.
Town Development: PZC will be holding a public hearing on the new regulations.
Open Space /Easement Monitoring: tabled
- Programs: Barbara Austin will lead “Edible Hike in FRP-DS” on 6/4/11.
Collaborative Organizations
- Willimantic River Alliance: Minutes On a motion by RS/EB: WCC authorizes the payment of $50.00 for the annual membership dues to WRA. Unanimous vote.
- Joshua’s Trust: The Trust has been granted national accreditation by the Land Trust Accreditation Commission.
- Windham County Conservation Consortium: Nick Bellatoni is the featured speaker for the 4/14/11 meeting.
- Ashford Conservation Commission (ACC): The ACC is still working with the Ashford BoS to reach preservation goals for the Langhammer Property before a joint ACC/WCC meeting is scheduled.
- Dark Skies- Last Green Valley: P Pribula attended the 3/6/11 meeting. A model lighting ordinance is being written by this group.
- Natchaug Basin Conservation Compact: On a motion by KD/CJ: WCC will send a letter of support to the Willington Board of Selectmen for the Natchaug River Basin Conservation Compact. Unanimous vote.
Knowlton Purchase Update: The closing date for the purchase was 2/16/2011. An updated conservation easement for the property to be filed with the DEP is not final at this time. The procedures to finalize and receive the proposed funding by Joshua’s Trust and CFPA to the Knowlton Purchase will be pursued.
Other: The WCC will walk the Knowlton Property on April 3, 11 @ 2pm.
Willington Historical Society: Grant application. On a motion by CJ/MD: WCC will send a letter of support for the Willington Historical Society’s Historic Restoration Fund Grant application to the CT Commission on Culture and Tourism. Unanimous vote.
New Business
Project Volunteer: S. Shabot would like to do her EO Smith Senior Project in conjunction with WCC. The Peck’s Mill Greenway site was recommended and C. Jordan will be the contact member for the student’s proposed project.
- The Annual Report will be submitted as presented by PA.
- The wording of the FRP –DS mowing contract was revised to reflect the mowing restriction until July 15 of each year to comply with the wildlife management plan.
Communications Incoming bulletins and correspondences were discussed.
